The most frequent error on this tariff line is assuming the azo-dye testing exemption extends beyond the nine listed countries. A consignment from any non-listed origin — including countries with bilateral trade agreements — must carry a PSIC or accredited test report; the exemption is origin-specific and not extendable by trader declaration. Consignments arriving without the requisite certificate are detained at the port of import pending compliance.
