HSN 5205 13 30 (dyed cotton yarn) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) confirming the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The PSIC must be issued by an accredited laboratory of the exporting country, or a valid test report from the Textile Committee or CSRTI must accompany the consignment.

The most common error on this tariff line is assuming the country-of-origin exemption from azo-dye testing eliminates the PSIC requirement entirely. The exemption is narrowly confined to azo-dye testing for the nine listed countries; a consignment from, say, the United Kingdom still requires a PSIC covering all other prohibited hazardous dyes. Arriving without a compliant PSIC exposes the consignment to detention at customs pending production of the requisite certificate.
