Grey
Grey cotton yarn, 43 to 52 metric number, unbleached
HSN 5205 13 10 (Grey cotton yarn) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a mandatory Pre-Shipment Inspection Certificate requirement covering azo-dye absence under General Note 10 of the ITC (HS) policy. Imports from select countries are exempt from azo-dye testing under DGFT Public Notice 14/2023.
- Pre-Shipment Inspection Certificate from accredited laboratory
- Test report from Textile Committee
- ITC (HS) policy declaration from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from the Textile Committee or CSRTI, certifying the absence of prohibited hazardous azo dyes. This requirement applies to all origins except EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Upload all mandatory documents in e-Sanchit before filing the bill of entry and confirm that the origin country is correctly declared, as the azo-dye testing exemption is origin-specific and will be verified by the proper officer at the time of out-of-charge.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming the azo-dye testing exemption applies universally. The exemption is strictly limited to imports originating from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom; consignments from all other origins without a valid PSIC or Textile Committee test report are detained at the port of import pending document production, attracting demurrage and ground rent until compliance is established.
