Compliance steps
  1. 1

  2. 2
Upload the PSIC or valid test report in e-Sanchit at the bill of entry stage. Note that the azo-dye testing exemption applies only to imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom; all other origins require a full compliant PSIC.

A word of counsel

The azo-dye testing exemption is country-specific and does not extend to transshipment or re-export origins: a consignment manufactured in a non-exempt country but shipped via an exempt-country hub remains subject to the full PSIC requirement. Presenting a test report issued by a non-accredited laboratory — or one issued post-shipment rather than pre-shipment — is treated as non-compliance at the bill of entry, exposing the consignment to detention and demurrage pending remediation.

Frequently asked
Does HSN 5205 12 90 require BIS certification?
No, cotton yarn of this count is not covered by any BIS Quality Control Order. Import is governed by the ITC (HS) policy administered by the Directorate General of Foreign Trade, with a mandatory Pre-Shipment Inspection Certificate for azo-dye absence under General Note 10.
Which countries are exempt from the azo-dye PSIC requirement for this tariff line?
Only EU member states, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom are exempt from azo-dye testing per DGFT Public Notice 14/2023 dated 14-06-2023; all other origins must furnish a compliant PSIC.
Can a test report from any laboratory substitute for the PSIC?
No. The test report must be from an accredited laboratory of the exporting country or a valid report from the Textile Committee or CSRTI; reports from non-accredited laboratories do not satisfy the General Note 10 requirement and will result in consignment detention.
