Single cotton yarn, medium count, not for retail sale
HSN 5205 12 90 (single cotton yarn, medium count) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate (PSIC) covering the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The PSIC must originate from an accredited laboratory of the exporting country or a valid test report from the Textile Committee or CSRTI.

The azo-dye testing exemption is country-specific and does not extend to transshipment or re-export origins: a consignment manufactured in a non-exempt country but shipped via an exempt-country hub remains subject to the full PSIC requirement. Presenting a test report issued by a non-accredited laboratory — or one issued post-shipment rather than pre-shipment — is treated as non-compliance at the bill of entry, exposing the consignment to detention and demurrage pending remediation.
