HSN 5205 12 30 (Dyed cotton yarn, 14–43 metric number) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a mandatory Pre-Shipment Inspection Certificate (PSIC) or valid test report certifying the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) Import Policy. The azo-dye testing requirement applies to all origins except EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom.

The most common error on this tariff line is assuming that a certificate of composition or a general quality test satisfies the azo-dye compliance requirement — it does not. The PSIC or test report must explicitly certify the absence of prohibited hazardous dyes as specified under General Note 10; a generic lab report not referencing azo-dye absence will be rejected at customs examination, triggering detention and demurrage at the port of import.
