Single cotton yarn, coarse count, not for retail sale
HSN 5205 11 90 (coarse single cotton yarn, 714.29 decitex or more, not put up for retail sale) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT). A Pre-Shipment Inspection Certificate certifying the absence of prohibited hazardous azo dyes is mandatory under General Note 10 of the ITC (HS) policy, with country-specific exemptions applying.

The most common error on this tariff line is assuming the azo-dye exemption extends to all origins or to all textile articles within Chapter 52. The exemption is country-specific and is limited to the nine named jurisdictions; a PSIC from a non-accredited or unrecognised laboratory does not satisfy General Note 10, and customs will detain the consignment pending a compliant test report from a TC or CSRTI laboratory.
