The most common error on this tariff line is assuming the azo-dye exemption applies broadly. The exemption covers only the nine named countries — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom — and does not extend to other origins regardless of the supplier's quality certifications. A consignment from a non-exempt country arriving without a PSIC will be detained at port; the shortfall cannot be rectified retrospectively by a country-of-origin declaration.
