Grey
Grey cotton yarn, single unbleached, coarse count
HSN 5205 11 10 (Grey cotton yarn) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a mandatory azo-dye testing requirement for textile imports under General Note 10 of the ITC (HS) policy. Imports from all origins except the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom require a Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous azo dyes.
- Pre-Shipment Inspection Certificate from accredited laboratory
- Azo-dye test report from exporter
- ITC (HS) policy declaration to CBIC
- 1For consignments originating outside the exempted list, obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited azo dyes before shipment.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Confirm at bill-of-entry stage whether the country of origin qualifies for the azo-dye testing exemption. Exemptions apply to the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and United Kingdom only; all other origins must present a valid PSIC or test report for out-of-charge.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The single most common error on this tariff line is assuming that the azo-dye exemption extends to all major textile-exporting nations. The exemption is a closed, named list; countries such as China, Bangladesh, Vietnam, and Pakistan are not on it, and a consignment from any unlisted origin arriving without a compliant PSIC is detained pending production of the test report, with demurrage and ground rent accumulating throughout.
