HSN 5202 10 00 (Yarn waste including thread waste) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with the tariff line governed by General Note 10 and the waste-import compliance requirements under Para 8(b) of the ITC (HS) General Notes. A Pre-Shipment Inspection Certificate certifying absence of prohibited hazardous azo dyes is mandated for most origins, and import of waste is additionally subject to Rules 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016.

- 3If the consignment originates from or transits through Bangladesh, verify applicability of DGFT Notification 7/2025-26 dated 17-05-2025, which introduced Para 19 in the ITC (HS) General Notes imposing port restrictions on certain goods from Bangladesh. The most common error on this tariff line is treating cotton yarn waste as an ordinary textile import and overlooking the waste-specific compliance layer under Para 8(b) of the ITC (HS) General Notes and Rules 12 and 13 of the Hazardous Waste Rules, 2016. Even where the azo-dye PSIC is in order, absence of the waste-import compliance documentation is an independent ground for detention at the port of entry. Importers sourcing from Bangladesh must additionally verify the Para 19 port-restriction regime under DGFT Notification 7/2025-26 before finalising the port of discharge.
