IS 12171:2019 scope is graded by staple length, bale density, moisture content, and trash limits — a supplier licensed for one staple-length band is not covered for adjacent bands, and a consignment arriving on or after 27 August 2026 without a scope-matching CM/L licence will be detained at port regardless of the purchase order date or prior commercial practice.
