Woven fabrics of coarse animal hair or horsehair
HSN 5113 00 90 (woven fabrics of coarse animal hair or horsehair) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate confirming absence of prohibited hazardous dyes under General Note 10 of the ITC (HS) Policy. The most common error on this tariff line is assuming the azo-dye testing exemption is a blanket waiver of the PSIC requirement. The exemption covers azo-dye testing only for the nine listed countries; a test report or PSIC covering other prohibited hazardous dyes and composition parameters remains mandatory regardless of origin. Filing a bill of entry without the PSIC where the origin is outside the exempted list exposes the consignment to detention and ground rent pending documentary compliance.
