Printed woven fabrics of coarse or horsehair
HSN 5113 00 40 (Printed woven fabrics of coarse animal hair or of horsehair) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate (PSIC) for hazardous dye absence under General Note 10. No additional sectoral PGA licence applies, but the PSIC requirement is operative for all origins except the nine listed exempt countries.

The most common error on this tariff line is assuming that the azo-dye country exemption list is exhaustive of all PSIC obligations — importers from exempt origins sometimes arrive without any test documentation, overlooking that only the azo-dye test component is waived. Other prohibited hazardous dye parameters under General Note 10 remain applicable to all origins, and a consignment lacking a PSIC entirely is liable to detention at the port of import pending document submission.
