HSN 5112 90 90 (woven fabrics of combed wool or combed fine animal hair, other) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) certifying the absence of prohibited hazardous azo dyes. The PSIC must be issued by an accredited laboratory of the exporting country, or a valid test report from the Textile Committee or CSRTI may be substituted.

The most common error on this tariff line is assuming that origin-based azo-dye exemption dispenses with the PSIC entirely. The exemption covers only the azo-dye testing parameter; a PSIC certifying absence of all other prohibited hazardous dyes is still required at the bill of entry for every origin, including the nine exempt countries. Failure to upload a valid PSIC or TC/CSRTI test report before out-of-charge will result in consignment detention and demurrage pending document production.
