The most common error on this tariff line is assuming that origin-based azo-dye exemption dispenses with the PSIC entirely. The exemption covers only the azo-dye testing parameter; a PSIC certifying absence of all other prohibited hazardous dyes is still required at the bill of entry for every origin, including the nine exempt countries. Failure to upload a valid PSIC or TC/CSRTI test report before out-of-charge will result in consignment detention and demurrage pending document production.
