Dyed woven fabrics of combed wool or fine animal hair
HSN 5112 90 30 (Dyed woven fabrics of combed wool or fine animal hair) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous dyes. The PSIC must be issued by an accredited laboratory of the exporting country or supported by a valid test report from a Textile Committee or CSRTI laboratory.

The most common error on this tariff line is treating the country-of-origin azo-dye exemption as a blanket waiver from the Pre-Shipment Inspection Certificate requirement. The exemption from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom applies only to azo-dye testing; a PSIC certifying the absence of all other prohibited hazardous dyes is still required, and consignments arriving without it are liable to detention pending document rectification.
