Compliance steps
  1. 1
Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous dyes before the consignment is dispatched. This requirement applies to all origins except those explicitly exempted for azo-dye testing.
General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
  2. 2
Confirm whether the country of origin qualifies for the azo-dye testing exemption. Imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing only; the PSIC for other hazardous dye parameters remains mandatory for all origins including these exempted countries.

A word of counsel

The most common error on this tariff line is treating the country-of-origin azo-dye exemption as a blanket waiver from the Pre-Shipment Inspection Certificate requirement. The exemption from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom applies only to azo-dye testing; a PSIC certifying the absence of all other prohibited hazardous dyes is still required, and consignments arriving without it are liable to detention pending document rectification.
