Bleached
Woven fabrics of combed wool or fine animal hair, bleached
HSN 5112 90 20 (Bleached woven fabrics of combed wool or fine animal hair) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a Pre-Shipment Inspection Certificate requirement covering the absence of prohibited azo dyes under General Note 10 of the ITC (HS) policy. Imports from countries outside the notified exempt list must provide azo-dye test certification from an accredited laboratory.
- Pre-Shipment Inspection Certificate from exporter
- Azo-dye test report from accredited laboratory
- ITC (HS) policy declaration from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country certifying the absence of prohibited hazardous azo dyes. This requirement applies to all importing origins except EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Upload the azo-dye test report or Pre-Shipment Inspection Certificate in e-Sanchit at the bill of entry stage. Consignments from non-exempt origins that arrive without valid test certification are liable to detention at the port of import pending document rectification.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming the azo-dye testing exemption applies universally because the exporting supplier is based in an EU member state or other listed country. The exemption attaches to the country of origin of the goods, not the nationality of the exporter or the country of shipment; a consignment of Indian-origin bleached wool fabric transshipped through a German port attracts the full PSIC requirement. Confirm origin documentation before the test-exemption claim is entered on the bill of entry.
