The most common error on this tariff line is assuming the azo-dye exemption is universal because the supplying mill is affiliated with an EU brand or uses EU-sourced wool. The exemption is determined solely by the country of origin declared on the bill of entry; a fabric woven in a non-exempt country and transshipped through an exempt country does not qualify, and a PSIC absent at first presentation cannot be substituted after customs examination has been initiated.
