Printed woven fabric of wool mixed with man-made staple fibres
HSN 5112 30 40 (Printed woven fabric of combed wool mixed mainly or solely with man-made staple fibres) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) confirming the absence of prohibited hazardous dyes. The most frequent error on this tariff line is assuming the azo-dye exemption for listed countries (EU, Australia, Japan, South Korea, United Kingdom, and others) extends to the entire PSIC requirement. The exemption is narrow — it covers azo-dye testing only; testing for all other categories of prohibited hazardous dyes under General Note 10 remains compulsory for every origin, including the listed countries. A PSIC that omits the non-azo hazardous-dye parameters will be treated as non-compliant at the bill of entry, triggering detention.
