HSN 5112 30 20 (Bleached woven fabric of combed wool mixed with man-made staple fibres) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), including a mandatory Pre-Shipment Inspection Certificate covering the absence of prohibited azo dyes. The most frequent error on this tariff line is assuming that the azo-dye testing exemption extends to all developed-country origins. The exemption is a closed list of nine countries under General Note 10 — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom — and importers sourcing from any other country, including other European or Asian markets, must present a valid azo-dye test report; a missing certificate at port results in consignment detention and accumulating ground rent.
