The most common error on this tariff line is assuming the azo-dye testing exemption is universal. The exemption is country-specific and limited to nine named origins; a consignment from any other country arriving without a Pre-Shipment Inspection Certificate certifying absence of prohibited azo dyes is liable to detention at the port of import, with the importer bearing demurrage and ground rent until the shortfall is remedied or the consignment is re-exported.
