The most frequent error on this tariff line is assuming the azo-dye testing exemption extends to all origins because a supplier is headquartered in an exempted country. The exemption tracks the country of manufacture, not the country of the exporting company; fabric woven in a non-exempt country and shipped through, say, a UK trading house does not qualify. A missing or non-conforming PSIC at the bill of entry triggers detention, and no post-arrival rectification of this document is permissible.
