  2. 2
If the consignment originates from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, or the United Kingdom, the azo-dye testing requirement is waived; document the eligible country of origin explicitly in the bill of entry to invoke the exemption. Imports from all other origins must produce a PSIC covering azo-dye absence without exception.

A word of counsel

The most frequent error on this tariff line is assuming the country-of-origin azo-dye exemption extends to all parameters tested in the PSIC. The exemption applies to azo-dye testing only; a PSIC or valid test report from the Textile Committee or CSRTI covering all other prohibited hazardous dyes remains mandatory for every origin, including the nine exempt countries. Filing without a compliant PSIC exposes the consignment to detention and ground rent pending documentary rectification.

Frequently asked
Does HSN 5112 19 30 require BIS certification?
No, woven fabrics of combed wool fall outside the BIS Quality Control Order regime. Import is governed by the ITC (HS) import policy administered by the Directorate General of Foreign Trade, with a mandatory Pre-Shipment Inspection Certificate requirement under General Note 10 covering prohibited hazardous dyes.
Is the PSIC required even when importing from an azo-dye-exempt country such as Japan or Australia?
Yes. The exemption for the nine listed countries covers azo-dye testing only; a PSIC or valid test report from the Textile Committee or CSRTI certifying absence of all other prohibited hazardous dyes is still required regardless of origin.
What happens if the PSIC is not available at the time of filing the bill of entry?
Customs will not grant out-of-charge without the mandatory PSIC or valid test report; the consignment is liable to detention with accumulating demurrage and ground rent until compliant documentation is uploaded in e-Sanchit.
