The most common error on this tariff line is assuming that the azo-dye testing exemption is universal when it is strictly country-of-origin specific. A consignment of bleached wool fabric arriving from, for example, China or Bangladesh without an azo-dye test report will be detained at the port of import pending submission of the certificate; the exemption for EU and the eight other listed countries does not extend to any unlisted origin regardless of the exporter's assurances.
