HSN 5112 19 20 (Bleached woven fabrics of combed wool or combed fine animal hair) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT). A Pre-Shipment Inspection Certificate certifying the absence of prohibited azo dyes is required for imports from most origins, with a country-specific testing exemption applicable under General Note 10 of the ITC (HS) policy.

The most common error on this tariff line is assuming that the azo-dye testing exemption is universal when it is strictly country-of-origin specific. A consignment of bleached wool fabric arriving from, for example, China or Bangladesh without an azo-dye test report will be detained at the port of import pending submission of the certificate; the exemption for EU and the eight other listed countries does not extend to any unlisted origin regardless of the exporter's assurances.
