The most common error on this tariff line is assuming the azo-dye exemption is origin-agnostic: it applies only to the nine named exporting countries, and even for those countries the PSIC covering other prohibited hazardous dyes remains mandatory. Presenting a test report that addresses only azo dyes — and omitting the broader prohibited-dye panel — will not satisfy the General Note 10 requirement, exposing the consignment to detention and ground rent pending a compliant certificate.
