Note that azo-dye testing is exempted only for imports originating from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom. For all other origins, the PSIC or valid test report covering azo-dye absence is mandatory at the bill-of-entry stage.

The most common error on this tariff line is assuming that the azo-dye exemption applies universally. The exemption is country-of-origin specific and covers only nine named jurisdictions; consignments from any other origin arriving without a valid PSIC or TC/CSRTI test report are liable to detention at the port of import pending documentary compliance.
