Printed woven fabrics of combed wool, weight up to 200 g/m2
HSN 5112 11 40 (Printed woven fabrics of combed wool or combed fine animal hair, not exceeding 200 g/m²) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a mandatory Pre-Shipment Inspection Certificate (PSIC) requirement under General Note 10. The PSIC, issued by an accredited laboratory of the exporting country or a valid test report from a Textile Committee or CSRTI laboratory, must certify the absence of prohibited hazardous azo dyes.

The most common error on this tariff line is assuming that the azo-dye exemption applies universally. The exemption is country-of-origin specific and covers only nine named jurisdictions; consignments from any other origin arriving without a valid PSIC or TC/CSRTI test report are liable to detention at the port of import pending documentary compliance. The test report must come from an accredited laboratory — an unaccredited supplier certificate does not satisfy the DGFT Public Notice 14/2023 requirement.
