Dyed woven fabrics of combed wool, lightweight (under 200 g/m2)
HSN 5112 11 30 (Dyed woven fabrics of combed wool, under 200 g/m²) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a mandatory Pre-Shipment Inspection Certificate (PSIC) requirement under General Note 10 of the ITC (HS) Policy. The PSIC, issued by an accredited laboratory of the exporting country or a valid test report from the Textile Committee or CSRTI, must certify the absence of prohibited hazardous azo dyes.

The single most common error on this tariff line is assuming that origin from an azo-dye-exempt country eliminates the PSIC requirement entirely. The exemption applies only to azo-dye testing; the PSIC covering all other prohibited hazardous dyes is still required for every origin. A consignment arriving without a valid PSIC — regardless of the country of export — is liable to detention at port pending production of the certificate.
