A word of counsel

The single most common error on this tariff line is assuming that origin from an azo-dye-exempt country eliminates the PSIC requirement entirely. The exemption applies only to azo-dye testing; the PSIC covering all other prohibited hazardous dyes is still required for every origin. A consignment arriving without a valid PSIC — regardless of the country of export — is liable to detention at port pending production of the certificate.
