The most common error on this tariff line is assuming the azo-dye exemption applies broadly to all developed-country origins. The exemption is a closed list of nine jurisdictions enumerated in DGFT Public Notice 14/2023; imports from any country not on that list — including origin countries that share equivalence arrangements with listed nations — must present a laboratory test report. Presenting a general certificate of conformity in lieu of an accredited azo-dye test report will not satisfy the General Note 10 requirement and may result in consignment detention at the port of entry.
