Printed woven fabrics of carded wool or fine animal hair
HSN 5111 90 40 (Printed woven fabrics of carded wool or fine animal hair) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate covering prohibited hazardous dye absence under General Note 10 of the ITC (HS) Policy.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee
- Hazardous dye compliance from exporter
- 1Obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee (TC) or CSRTI laboratory, certifying the absence of prohibited hazardous dyes before the consignment is dispatched to India.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Confirm whether the country of origin is among the nine azo-dye-testing-exempt origins: EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and United Kingdom. Imports from all other countries must include azo-dye test results within the PSIC; absence of this result at the bill of entry risks consignment detention pending re-testing.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming that a certificate of composition or a general quality report satisfies the PSIC requirement. The PSIC must come from an accredited laboratory of the exporting country or a TC/CSRTI laboratory and must specifically address prohibited hazardous dyes — a generic mill certificate does not substitute. Consignments arriving without a conforming PSIC are liable to detention and demurrage pending re-inspection or re-export.
