The most common error on this tariff line is assuming that a certificate of composition or a general quality report satisfies the PSIC requirement. The PSIC must come from an accredited laboratory of the exporting country or a TC/CSRTI laboratory and must specifically address prohibited hazardous dyes — a generic mill certificate does not substitute. Consignments arriving without a conforming PSIC are liable to detention and demurrage pending re-inspection or re-export.
