The single most common error on this tariff line is assuming the azo-dye exemption is universal and arriving at the customs gate without a test certificate for a non-exempt origin. The exemption list is exhaustive — not illustrative — and a consignment from any country outside the nine listed origins without a valid PSIC will be detained pending testing, accruing demurrage and ground rent. Even for exempt origins, all other PSIC parameters and General Note 10 conditions remain in force.
