The most common error on this tariff line is assuming the azo-dye testing exemption is country-agnostic. The exemption is exhaustively limited to nine named origins; a consignment from any other country arriving without a compliant test report is detained at port, with demurrage accruing until a valid certificate is produced or the consignment is re-exported. Note that even exempt-origin shipments must still satisfy all other ITC (HS) policy conditions applicable to textile and textile articles.
