Woven carded wool fabric mixed with man-made staple fibres
HSN 5111 30 90 (woven fabrics of carded wool mixed mainly or solely with man-made staple fibres) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate (PSIC) certifying the absence of prohibited hazardous dyes under General Note 10 of the ITC (HS) Import Policy.

The most common error on this tariff line is assuming the azo-dye testing exemption applies to a country merely because it has a textile trade relationship with India — the exemption list is closed and specific. Imports from any origin not named in General Note 10 that arrive without a PSIC or valid TC/CSRTI test report face detention and demurrage at the port of entry; the document cannot be obtained retrospectively after arrival.
