The most frequent error on this tariff line is assuming the azo-dye exemption list is broader than it is: only the nine named jurisdictions qualify, and a PSIC for other hazardous dyes remains required even for those exempt origins. A consignment arriving without a valid PSIC or TC/CSRTI test report — regardless of origin — is liable to detention at the port pending production of the document, accruing demurrage and ground rent with no rectification pathway short of re-export.
