The exemption is a closed list: only the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom qualify. A consignment from any other origin arriving without a valid azo-dye test report is subject to detention and may be refused out-of-charge until the certificate is produced.
