HSN 5111 30 10 (Unbleached woven fabric of carded wool mixed with man-made staple fibres) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a mandatory Pre-Shipment Inspection Certificate covering the absence of prohibited azo dyes. The most common error on this tariff line is assuming the azo-dye testing exemption applies broadly to all textile-producing countries. The exemption is narrowly confined to nine named countries; imports from any other origin — including major textile exporters such as China, Bangladesh, Vietnam, and Turkey — require a Pre-Shipment Inspection Certificate from an accredited laboratory, and absence of that certificate at the bill of entry will cause consignment detention pending PSIC production.
