Woven fabrics of carded wool mixed with man-made filaments
HSN 5111 20 90 (woven fabrics of carded wool mixed mainly or solely with man-made filaments) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate certifying absence of prohibited hazardous dyes. This requirement applies under General Note 10 of the ITC (HS) Policy as clarified by DGFT Public Notice 14/2023 dated 14 June 2023.

The most common error on this tariff line is misreading the azo-dye exemption as a blanket PSIC waiver for the listed countries. The exemption covers azo-dye testing only; a PSIC or valid test report certifying absence of all other prohibited hazardous dyes remains a mandatory clearance requirement for every origin, including the nine exempt countries. Presenting a certificate that is silent on non-azo prohibited dyes will result in consignment detention pending a compliant test report.
