    Verify the country of origin before dispatch: azo-dye testing is exempted only for imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom. For all other origins, a full PSIC covering azo-dye absence is mandatory and non-submission at the bill of entry will result in consignment detention.

The most frequent error on this tariff line is assuming that the azo-dye testing exemption applies to a broader set of countries than the nine named in General Note 10. The exemption is exhaustive — it covers EU member states and the eight named non-EU countries only; imports from any other origin without a full PSIC are detained at the port of import pending document submission, with demurrage and ground rent accruing from the date of vessel arrival.
