HSN 5111 20 30 (Dyed woven fabric of carded wool mixed with man-made filaments) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate certifying the absence of prohibited hazardous dyes under General Note 10 of the ITC (HS) Policy. The most frequent error on this tariff line is assuming the azo-dye testing exemption applies universally because a supplier in an exempt country issues the invoice — the exemption follows the country of origin of the fabric, not the country of the invoicing party or the port of transshipment. A dyed wool-blend fabric transshipped through an exempt-country hub but originating elsewhere requires a full PSIC; presenting only the transshipment documents results in detention and demurrage at the port of import.
