Bleached woven fabric of carded wool mixed with man-made filaments
HSN 5111 20 20 (Bleached woven fabric of carded wool mixed with man-made filaments) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate confirming the absence of prohibited azo dyes under General Note 10 of the ITC (HS) policy. Azo-dye testing is exempted for imports originating from specified countries only.
- Pre-Shipment Inspection Certificate from accredited laboratory
- Azo-dye test report from exporter
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report, certifying the absence of prohibited azo dyes. This requirement applies to all origins except EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Upload the Pre-Shipment Inspection Certificate or test report in e-Sanchit at the bill of entry stage. Consignments from non-exempt origins without a valid azo-dye clearance certificate are liable to detention at the port of import pending compliance.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming the azo-dye testing exemption applies universally. The exemption covers only nine specified origins — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom. Importers sourcing from any other country who arrive without a valid Pre-Shipment Inspection Certificate face consignment detention and demurrage while rectification is arranged, as no post-arrival testing substitution is provided for under General Note 10.
