The single most common error on this tariff line is assuming that a dyed wool fabric originating from a country not on the exempted list can clear on a generic quality certificate rather than a PSIC from an accredited laboratory. A standard mill test report or a buyer-issued quality declaration does not satisfy the General Note 10 requirement; only a report issued by an accredited lab of the exporting country, or by the Textile Committee or CSRTI, will be accepted at the bill of entry.
