HSN 5111 19 20 (Bleached woven fabrics of carded wool or fine animal hair) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT). Imports of textile and textile articles require a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country certifying absence of prohibited azo dyes, except for specified exempt-origin countries.

The most common error on this tariff line is assuming the azo-dye PSIC exemption extends to all countries with developed textile industries. The exemption is confined to the nine named origins listed in General Note 10 — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom. Consignments from any other origin arriving without a valid PSIC from an accredited laboratory are detained at the port of import, attracting demurrage until the certificate is produced or the consignment is re-exported.
