Unbleached woven fabrics of carded wool or fine animal hair
HSN 5111 19 10 (Unbleached woven fabrics of carded wool) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a Pre-Shipment Inspection Certificate requirement covering the absence of prohibited azo dyes under General Note 10 of the ITC (HS) policy. Imports from origins outside a defined list of exempt countries must provide azo-dye test certification before out-of-charge.

The most common error on this tariff line is assuming the azo-dye test exemption applies to all origins by default. The exemption is origin-specific and covers only the nine listed countries; consignments from any other origin — including major textile exporters such as China, Bangladesh and Turkey — require a valid Pre-Shipment Inspection Certificate, and arriving without one results in port detention, demurrage, and potential re-export at the importer's cost.
