  2. 2

A word of counsel

The most common error on this tariff line is assuming that the country-of-origin exemption list for azo-dye testing extends to all textile imports from those countries regardless of the specific fabric category. The exemption covers only azo-dye testing; the PSIC requirement for other prohibited hazardous dyes remains mandatory for all origins including the nine exempt countries. Filing a bill of entry without the PSIC or a valid TC/CSRTI test report risks detention and demurrage at the port of import.

Frequently asked
Does HSN 5111 11 90 require BIS certification?
No, woven fabrics of carded wool are not within the BIS Quality Control Order regime. Import is governed by the Directorate General of Foreign Trade under General Note 10 of the ITC (HS) Import Policy, which mandates a Pre-Shipment Inspection Certificate for hazardous-dye compliance.
Is a PSIC still required if the fabric is imported from an exempt country such as the EU or Japan?
Yes. The exemption for EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom applies only to azo-dye testing; a PSIC covering other prohibited hazardous dyes remains mandatory for all origins per DGFT Public Notice 14/2023.
Can an importer use an in-house factory test report instead of a TC or CSRTI report?
No. The test report must come from an accredited laboratory of the exporting country or a Textile Committee or CSRTI laboratory; an in-house or non-accredited report does not satisfy the General Note 10 requirement and will not secure customs out-of-charge.
