Printed woven fabrics of carded wool or fine animal hair
HSN 5111 11 40 (Printed woven fabrics of carded wool) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous dyes under General Note 10 of the ITC (HS) Policy. The PSIC must be issued by an accredited laboratory of the exporting country or carry a valid test report from a Textile Committee or CSRTI laboratory.

The most common error on this tariff line is assuming that a Certificate of Analysis or a generic fabric quality report satisfies the PSIC requirement. The PSIC must specifically certify absence of prohibited hazardous dyes and must originate from an accredited laboratory of the exporting country or a Textile Committee or CSRTI laboratory — a standard supplier test report from an unaccredited laboratory does not qualify and will cause consignment detention at the port of import.
