Dyed woven fabrics of carded wool, lightweight
HSN 5111 11 30 (Dyed woven fabrics of carded wool) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous dyes under General Note 10 of the ITC (HS) policy. This requirement applies to all imports of textile and textile articles, with a country-specific exemption from azo-dye testing for nine named origins.

The single most common error on this tariff line is assuming that a certificate of composition or a fabric quality report substitutes for the PSIC issued by an accredited laboratory specifically certifying absence of prohibited hazardous dyes. A generic mill certificate is not acceptable under General Note 10; customs will detain the consignment and may refuse out-of-charge until a conforming PSIC or TC/CSRTI test report is produced, incurring demurrage and ground rent at the port.
