  2. 2

A word of counsel

The single most common error on this tariff line is assuming that a certificate of composition or a fabric quality report substitutes for the PSIC issued by an accredited laboratory specifically certifying absence of prohibited hazardous dyes. A generic mill certificate is not acceptable under General Note 10; customs will detain the consignment and may refuse out-of-charge until a conforming PSIC or TC/CSRTI test report is produced, incurring demurrage and ground rent at the port.

Frequently asked
Does HSN 5111 11 30 require BIS certification?
No, dyed woven fabrics of carded wool are not within the BIS Quality Control Order regime. Import is governed by the ITC (HS) policy administered by the Directorate General of Foreign Trade, principally through the hazardous-dye testing requirement under General Note 10 and DGFT Public Notice 14/2023.
Is the azo-dye testing exemption automatic for shipments from the EU or Australia?
The exemption covers only the presence-of-azo-dyes component of the PSIC; a full Pre-Shipment Inspection Certificate certifying absence of other prohibited hazardous dyes remains mandatory even for shipments from exempt origins per General Note 10.
Which laboratory is authorised to issue the Pre-Shipment Inspection Certificate?
The PSIC must come from an accredited laboratory of the exporting country, or alternatively a valid test report issued by the Textile Committee (TC) or the Central Sheep and Wool Research Institute (CSRTI) is accepted under DGFT Public Notice 14/2023 dated 14-06-2023.
