HSN 5111 11 20 (Bleached woven fabrics of carded wool) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a Pre-Shipment Inspection Certificate requirement for azo-dye absence under General Note 10 of the ITC (HS) policy. The most common error on this tariff line is assuming the azo-dye exemption applies to all origins because a supplier from an exempt country was previously used. Where the manufacturing facility shifts to a non-exempt country — even under the same brand — the Pre-Shipment Inspection Certificate becomes mandatory, and arrival without it triggers detention and ground rent accrual while a compliant test report is sourced retrospectively.
