The most common error on this tariff line is assuming that the azo-dye testing exemption extends to all exporting countries. The exemption is strictly origin-specific — nine listed territories only — and a PSIC or valid test report from an accredited laboratory is mandatory for every other origin without exception. Presenting a commercial certificate of quality in place of an accredited-laboratory test report is treated as non-compliance and may result in consignment detention pending re-testing at the importer's cost.
