    If the origin country is the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, or the United Kingdom, the azo-dye testing requirement is waived; however, the PSIC for composition and other prohibited hazardous dyes remains required. Document the origin clearly on the bill of entry to substantiate the exemption claim.

The most common error on this tariff line is assuming the country-of-origin azo-dye exemption covers the entire PSIC requirement. The exemption is confined to azo-dye testing only; a PSIC certifying the absence of other prohibited hazardous dyes is still mandatory for all origins, including exempt countries. Presenting only a certificate of composition without explicit hazardous-dye clearance will cause out-of-charge to be withheld pending a conforming test report.
