HSN 5110 00 10 (yarn of coarse animal hair or horsehair put up for retail sale) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate certifying absence of prohibited hazardous dyes under General Note 10 of the ITC (HS) policy. The azo-dye testing requirement applies to all origins except the nine exempted countries listed under DGFT Public Notice 14/2023.

The most common error on this tariff line is assuming the country-of-origin azo-dye exemption covers the entire PSIC requirement. The exemption is confined to azo-dye testing only; a PSIC certifying the absence of other prohibited hazardous dyes is still mandatory for all origins, including exempt countries. Presenting only a certificate of composition without explicit hazardous-dye clearance will cause out-of-charge to be withheld pending a conforming test report.
