Combed wool yarn, less than 85% wool content
HSN 5107 20 90 (combed wool yarn containing less than 85% by weight of wool, not put up for retail sale) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT). A Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous azo dyes is mandatory under General Note 10 of the ITC (HS) Policy, as elaborated by DGFT Public Notice 14/2023.

The most common error on this tariff line is assuming that the azo-dye exemption for listed countries removes the PSIC requirement entirely. The exemption covers only azo-dye testing; a test report confirming absence of other prohibited hazardous dyes may still be required, and consignments from non-exempt origins presented without a valid PSIC or TC/CSRTI test report face detention and potential re-export at the importer's cost.
