The most common error on this tariff line is assuming the azo-dye testing exemption is a blanket exemption from the PSIC requirement altogether. The exemption is origin-specific and covers azo-dye testing only; the Pre-Shipment Inspection Certificate for other prohibited hazardous dyes remains mandatory regardless of the country of export. A consignment arriving without a valid PSIC or test report faces detention and potential re-export pending documentary rectification.
