The most common error on this tariff line is assuming that origin from an exempt country (EU, Japan, Australia, and the others listed) removes the PSIC requirement entirely. The azo-dye testing exemption is country-specific and narrow: it does not exempt the consignment from testing for other prohibited hazardous dyes, and a PSIC covering the remaining parameters is still required at the bill of entry. A missing or scope-deficient PSIC will result in consignment detention pending verification.
