HSN 5107 20 20 (Worsted knitted yarn) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) confirming absence of prohibited hazardous dyes under General Note 10 of the ITC (HS) policy. Testing for azo dyes is waived only for imports originating from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom.

The most common error on this tariff line is assuming the azo-dye exemption applies broadly or that a generic certificate of composition substitutes for the PSIC. The exemption is origin-specific and confined to nine named countries; a consignment from any other jurisdiction that arrives without a valid PSIC from an accredited laboratory is detained at the port of import pending a conformity test, with demurrage and ground rent accruing from the date of arrival.
